President H.E. Gen. Yoweri Kaguta Museveni in Dar es Salaam for Joint EAC-SADC Heads of State Summit.

Today, 8th February,2025. The president of the Republic of Uganda H.E Gen. Yoweri Kaguta Museveni is in Dar es salaam Tanzania to attend the Joint EAC-SADC summit of Heads Of State and Government. He was welcomed at Julius Nyerere International Airport by Tanzania's minister of works Hon. Innocent Bashungwa, Uganda's High Commissioner to Tanzania Amb.Col(Rtd) Fred Mwesigye, Amb. Anne Kansime and other dignitaries. This summit is intended to discuss the dire security and humanitarian situation occasioned by the ongoing conflict in Eastern DRC. This follows the Joint meeting of EAC-SADC Ministers that took place on 7th feb.2025. The joint ministerial EAC-SADC meeting was co-chaired by Prof. Amon Murwira the Head of SADC council of ministers and Zimbabwe's minister of Foreign Affairs and international Trade and H.E Musalia Mudavadi Head of EAC delegation and Kenya's prime cabinet secretary and secretary for foreign and Diaspora affairs.
The joint ministerial meeting was attended by Rt. Hon.Rebecca Alitwala Kadaga Uganda's 1st deputy prime minister and minister of East African Affairs, HE.Amb. Mahmoud Thabit Kombo Tanzania's minister of Foreign Affairs and international cooperation, HE.Amb.Tete Antonio Angola's minister of External relations, Hon.Amb. Gervais Abayeho Burundi's minister of East African Affairs,youth,sports and culture, HE.Amb.Ahmed Moallim Fiqi Somalia's minister of Foreign Affairs and international cooperation, HE.Amb.Olivier Nduhungirehe Rwanda's minister of Foreign Affairs and international cooperation, Hon.Ronald Lamola South Africa's minister of international relations and cooperation, Hon. Deng Alor Kuol South Sudan's minister of East African community Affairs, Hon. Mulambo Haimbe Zambia's minister of Foreign Affairs and international cooperation, Hon.Amb.Mushobekwa Emilie DRC's Ambassador in Botswana and Representative of DRC's of Foreign Affairs and HE.Amb.Col(Rtd) Fred Mwesigye Uganda's High Commissioner to Tanzania and other delegates.
The joint meeting discussed about the security situation in DRC and made recommendations to the Joint EAC-SADC head of state summit and these are categorized in three phases;
Immediate implementation
-Ceasation of hostilities and unconditional ceasefire which must be respected by all states and non-state parties to be monitored by EAC-SADC Chiefs of Defencee
-Opennig of Goma Airport and main supply routes
-Develop securisation plan for Goma and surrounding areas
-engagement in dialogue with states and non- states including M23
To facilitate implementation of immediate intervention, a joint meeting of EAC-SADC Chiefs of Defence will be convened in 5 days to provide the technical guidance on ceasefire negations.
Medium Term
-Commence comprehensive search for solutions to the underlying causes of conflict through dialogue
-Establish a joint EAC-SADC political and security technical Team to coordinate the implementation of the decisions of joint meeting.
Long-Term
-Develop a roadmap detailing immediate, medium and longterm implementation measures including modalities if financing, to be developed by EAC-SADC political and security technical Team and presented to joint ministerial meeting for Consideration and approval with in 30 days.
